When communities grow, so do opinions. And when only a few voices are heard, it can skew the picture. At Hook Norton, we worked with L&Q Estates to ensure every perspective — not just the most vocal — was captured through thoughtful, inclusive engagement. The insights challenged assumptions, shifted perceptions, and gave decision-makers a fuller understanding of local needs.

What was going on?

The village of Hook Norton was under pressure to grow. As the population increased, the ageing housing stock struggled to meet local needs. A proposed residential extension became a focal point of community debate, with strong voices, particularly from those opposed, shaping the initial narrative.

L&Q Estates (now Catesby Estates) recognised the importance of ensuring the full breadth of community perspectives was heard and understood.

 

 

How we helped

We designed a consultation process focused on inclusion and balance. Through carefully crafted questions and considered outreach, we encouraged community-wide participation, creating space for both supportive and opposing views to be shared openly.

Rather than allowing the most vocal responses to dominate, we ensured that insights from all corners of the community were represented equally — each voice counted, regardless of volume.

The findings revealed that, alongside opposition, there was significant support for new homes and improved facilities — particularly from residents who might not have otherwise engaged.

When we presented the insights to the Parish Council, it challenged assumptions and broadened their understanding of local sentiment. The result was a more balanced, representative basis for decision-making, built on evidence, not just opinion.
